Adoption is a social and legal process, which establishes the relationship of parent and child between people who do not have this relationship by birth.  It provides the same rights and obligations that exist between children and their biological parents. The primary intention of adoption services is to provide children permanent familes that can give them love, care and protection.   The needs of the child are the primary determinant of the total service, with full recognition of the interdependent needs and interests of the birth parents and adoptive parents.

Washoe County Human Services Agency has a legal responsibility under Nevada Revised Statutes ("NRS") 432B.030 to administer child welfare services.  As a result, the Agency must provide adoption services.  NRS Chapter 127 includes statutes, which specifically govern the adoption of children, as well as adults, and NRS Chapter 128 addresses termination of parental rights.  The goal of HSA's Adoption Program is the adoption of children who are without permanent families.

  • "The primary purpose of adoption service is to help children who would not otherwise have a family life, to become members of a family that can give them the love, care, protection and opportunities essential for their healthy personal growth and development. The placement of children for adoption has as its main objective the well-being of children. The needs of the child is the primary determinant of the total service, with full recognition of the interdependent needs and interests of the birth parents and adoptive parents."   • The main purpose of our adoption service is to find families for children, not children for families. Our program is child-focused. Families wishing to adopt are valuable resources to us for the placement needs of Washoe County's children.
