New strategy aims to improve Washoe County’s Child Welfare System

Reno, Nev. May 29, 2019. The Washoe County Human Services Agency (HSA) and the Second Judicial District Court are working with several organizations to create a Safe Babies Court Team, which will dramatically improve Washoe County’s Child Welfare System for both parents and children alike.

This innovative strategy has been implemented in several communities across the country with positive outcomes that have improved timeliness to permanency, reduced recurrence of maltreatment, and enhanced child wellbeing. The Safe Babies program has an 84 percent permanency rate within first 12 months. The Children’s Bureau national standard is 40 percent.

 The Safe Babies Court Team has several main goals:

  • Reduce the time until children are in a permanent home.
  • Improve the well-being of infants and toddlers in foster care.
  • Reduce the reoccurrence of substantiated reports of abuse and neglect.
  • Significantly decrease the number of foster care placement changes.

National experts will be training hundreds of staff from local agencies on Thursday, May 30, 2019, at 10 a.m., in preparation for the Safe Babies Court Team’s official launch date of July 1, 2019.

“Safe Babies Court is a nationally recognized best practice for the zero to three population in foster care,” said HSA Director Amber Howell. “Since 40 percent of our children in foster care are three years or younger, Washoe County is embarking on this very important initiative, with the hopes of implementing a program to serve its largest age group and the most vulnerable of all our foster care populations.”

The Safe Babies Court Team strategy was created by Zero to Three, which is a National center focusing on infants and toddlers reaching their full potential and creating healthy families.

“The Second Judicial District Court is pleased to partner with community stakeholders on this initiative,” said Judge Cynthia Lue. “It has been demonstrated that directing resources to infants and toddlers early in life will improve future outcomes. Our Safe Babies Court Team is dedicated to serving infants, toddlers and their families by strengthening healthy infants and toddlers as well as family relationships; working collaboratively; and creating a supportive environment.”

This program involves dozens of community partners.
