NOTE:  Items on the agenda may be taken out of order; combined with other items; removed from the agenda; moved to the agenda of another meeting; moved to or from the Consent section; or may be voted on in a block.  Items with a specific time designation will not be heard prior to the stated time, but may be heard later.  Items listed in the Consent section of the agenda are voted on as a block and will not be read or considered separately unless removed from the Consent section.  The Board of County Commissioners may take breaks approximately every 90 minutes.

Public Transportation.  Public transportation is available to this meeting site:  RTC Routes 2, 2S, 5 and 15 serve this location.  For eligible RTC ACCESS reservations call (775) 348-5438.

 

Time Limits.  Public comments are welcomed during the Public Comment periods for all matters, whether listed on the agenda or not, and are limited to three minutes per person.  Additionally, public comment of three minutes per person will be heard during individually numbered items on the agenda.  Persons are invited to submit comments in writing on the agenda items and/or attend and make comment on that item at the Commission meeting.  Persons may not allocate unused time to other speakers.  To preserve time and increase efficiency representatives of recognized groups may be given more than 3 minutes as determined by the presiding officer.

 

Forum Restrictions and Orderly Conduct of Business.  The Board of County Commissioners conducts the business of Washoe County and its citizens during its meetings.  The presiding officer may order the removal of any person whose statement or other conduct disrupts the orderly, efficient or safe conduct of the meeting.  Warnings against disruptive conduct may or may not be given prior to removal.  The viewpoint of a speaker will not be restricted, but reasonable restrictions may be imposed upon the time, place and manner of speech.  Irrelevant and unduly repetitious statements and personal attacks which antagonize or incite others are examples of speech that may be reasonably limited.

 

Responses to Public Comments.  The County Commission can deliberate or take action only if a matter has been listed on an agenda properly posted prior to the meeting.  During the public comment period, speakers may address matters listed or not listed on the published agenda.  The Open Meeting Law does not expressly prohibit responses to public comments by the Commission.  However, responses from Commissioners to unlisted public comment topics could become deliberation on a matter without notice to the public.  On the advice of legal counsel and to ensure the public has notice of all matters the Commission will consider, Commissioners may choose not to respond to public comments, except to correct factual inaccuracies, ask for County staff action or to ask that a matter be listed on a future agenda.  The Commission may do this either during the public comment item or during the following item:  “*Commissioners’/Manager’s Announcements, Requests for Information, Topics for Future Agendas and Statements Relating to Items Not on the Agenda”.

6.A.      Accept monetary donations to Washoe County Regional Animal Services [totaling $7,947.50] for the period of January 1, 2016 to March 31, 2016 to be used for the humane care and treatment of sick and/or injured, stray, abandoned, or at risk animals received; express appreciation for these thoughtful contributions; and direct the Comptroller’s Office to make the appropriate budget amendments. Animal Services. (All Commission Districts.)

 

6.B.      Accept a donation of [$200.00] from Sergeant Randy Hill to the Washoe County Sheriff’s Office for the Victim Advocacy Program, and if approved, authorize Comptroller’s Office to make appropriate budget amendments. Sheriff.  (All Commission Districts.)

 

6.C.      Accept a donation of [$100.00] from Veterans of Foreign Wars (VFW) Post 10053 to the Washoe County Sheriff’s Office for the Mounted House Unit, and if approved, authorize Comptroller’s Office to make appropriate budget amendments. Sheriff. (All Commission Districts.)

 

6.D.      Accept a donation of a 1980 Heil Tanker Trailer [estimated value of $4,000.00] from Circle Transportation Inc. through the subsidiary of Sierra Chemical to be utilized as a training tool at the Regional Public Safety Training Center. Sheriff. (All Commission Districts.)

 

6.E.       Accept various military surplus equipment [overall estimated value $105,508, no charge to the County] donated to the Washoe County Sheriff’s Office to be utilized to support Detention Response Team (DRT), K9 Units, RAVEN, Special Weapons and Tactics (SWAT) unit and Search and Rescue of WCSO. Sheriff. (All Commission Districts.)

 

7.        Proclamations.                                 

 

7A.         Proclamation –  May 15, 2016 is Peace Officers Memorial Day and May 15–21, 2016 is National Police Week.

8.          Authorize reclassification of one Court Clerk III position (#70000337), paygrade J175, to a Supervising Clerk III, paygrade J178, effective July 1, 2016 (fiscal impact $7,135) as recommended in the FY17 Budget and direct Budget and Human Resources to make the necessary adjustments . Sparks Justice Court. (Commission Districts 3, 4, & 5.)

 

9.          Recommendation to approve the reclassification of one Administrative Secretary II Position, paygrade K408, to an Administrative Assistant Position, paygrade K406, effective July 1, 2016 (fiscal impact $5,356), Increase District Court Administrator salary range, paygrade KM464, (net fiscal impact of $0), and Reclassification of Law Library Assistant II and III positions to Law Library Assistant II/III positions, paygrades K437 and K417, respectively, (fiscal impact $0), as recommended in the FY17 Budget and direct Budget and Human Resources to make the necessary adjustments. [Total fiscal impact $5,356.00.]. District Court.  (All Commission Districts.)

 

10.         Recommendation to amend the County’s fund balance policy that sets minimum fund balance levels for working capital. Manager. (All Commission Districts.)

 

11.         Discussion and action on the County Manager’s recommended Capital Improvement Plan for Fiscal Years 2017-2021.  This item may be continued to May 24, 2016 at 10:00 AM. Manager. (All Commission Districts.)

12.         Discussion and action on the Washoe County Tentative Budget, as well as possible changes to the adoption of the Final Budget for Fiscal Year 2016-17; and approve the changes to position control for Fiscal Year 2016-17.  This item may be continued to May 24, 2016 at 10:00 AM. 13.        Possible Closed Session for the purpose of discussing labor negotiations with Washoe County, Truckee Meadows Fire Protection District and/or Sierra Fire Protection District per NRS 288.220.
