South Truckee Meadows General Improvement District (STMGID)

ADDITIONAL INFORMATION RELATED TO THE PROPOSED MERGER WITH WASHOE COUNTY

The South Truckee Meadows General Improvement District was created by Washoe County Ordinance 519 on November 10, 1981 and today serves nearly 3,700 customers in the STMGID service area which include government facilities, commercial real estate developments and private residences.  Since formation, STMGID has expanded its service territory to over seven square miles including areas as far west as Timberline Estates and as far east as the Virginia Foothills.  STMGID's northern boundary is generally Damonte Ranch Parkway with Galena Terrace serving as its southern boundary.

The South Truckee Meadows General Improvement District's schedule of rates and charges was adopted by Resolution of the Board of Trustees on June 9, 2009, upon review and recommendation of the STMGID 2009 Water Rate Review Committee.

The infrastructure needed to supply water to STMGID customers includes seven water tanks, 10 wells, numerous pressure reducing valve stations as well as over 100,000 linear feet of underground pipe.  This infrastructure represents a system investment of over 23 million dollars (2006) in real assets which does not include the value of land and waterline easements.

Today STMGID is actively pursuing the construction of a new well in the Thomas Creek area to increase system capacity for customers on the west side of the valley.  This well represents a commitment of over 1.5 million dollars.

The STMGID water system is operated and maintained by the Department of Water Resources (DWR) staff through an Interlocal Agreement.  Staff of the DWR respond to account inquires and service issues and provide monthly meter reading and billing statements for STMGID customers. 

The District is governed by a Board of Trustees - the Washoe County Commission who serve ex-officio as the STMGID Board of Trustees.  In 1982, the Trustees approved an Ordinance creating a Local Managing Board for STMGID to act as an advisory board to the Trustees.  The Local Managing Board is an elected board, comprised of five STMGID residents elected in the Washoe County general elections.

The Local Managing Board makes recommendations to the Board of Trustees on matters such as water system improvements, new water sources, water rights transactions, the District's annual budget and the Capital Improvement Projects.

In 1995 the Local Managing Board was given full authority to approve, condition, or deny all applications for annexation to the District for the purpose of obtaining water service from the district's water system, pursuant to the District's Annexation Policy Guidelines.

STMGID has legislatively appointed representatives on both the Northern Nevada Water Planning Commission (NNWPC) and the Western Regional Water Commission (WRWC).
