Spanish Springs Phased Sewer Project
Phase 1a - Special Assessment District 37
In an effort to reduce the cost of constructing the sewer system, a federal grant has been obtained to help offset the cost of constructing sewer mains. The federal grant will pay for as much as 75% of the project costs in the public right-of-way. Special Assessment District 37 will distribute the remaining 25% of the project costs to the property owners in Phase 1a.
The current estimated assessment per unit is $4,859.47. The assessment amount has been based on actual costs of construction less contributions from Washoe County Department of Water Resources, Department of Public Works and the Federal Grant. Prepayment of the assessment will be accepted between November 24, 2006 and December 22, 2006. Homeowners affected by the assessment district will receive a prepayment notification in the mail letting them know where to deliver their payment. Homeowners electing to make payments on the assessment will receive their first bill in February 2007. Payments will continue every six months for twenty years at the interest rate of the bonds used to finance the assessment district. The distribution of assessments is based on the “Modified Area Method”. With this method, properties one acre and smaller are considered one assessment unit. Alyce Taylor Elementary School will be considered nine (9) assessment units since the school site is at least nine acres. Links

Board of County Commissioner Actions
October 24, 2006 - The Board of County Commissioners (Board) introduced and performed the first reading of an ordinance concerning Washoe County, Nevada, Special Assessment District No. 37 (Spanish Springs Sewer Phase 1a); assessing the cost of sanitary sewer improvements against the assessable tracts of land benefited by the improvements; describing the manner for the collection and payment of the assessments; providing penalty for delinquent payments; providing other details in connection therewith - AND
- The Board accepted a resolution concerning Washoe County, Nevada, Special Assessment District No. 37 (Spanish Springs Sewer Phase 1a); considered complaints, protests, and objections made to the assessments at the hearing on the assessment roll and making determinations thereon; validating and confirming the assessment roll; providing other details in connection therewith - AND
- The Board held a public hearing on Special Assessment District No. 37 (Spanish Springs Sewer Phase 1a) providing property owners listed in the assessment roll approved on September 26, 2006 the opportunity to file written or oral complaints, protests, and objections concerning the assessment roll.
September 26, 2006 - The Board executed a resolution concerning Washoe County, Nevada, Special Assessment District 37 (Spanish Springs Sewer Phase 1a); fixing the time and place when complaints, protests, and objections to the assessment roll will be heard and provided for the manner of giving notice of the filing of the assessment roll with the County Clerk, of opportunity to file written complaints, protests and objections, and of a hearing concerning the assessment roll - AND
- The Board executed a resolution concerning Washoe County, Nevada, Special Assessment District 37 (Spanish Springs Sewer Phase 1a); determined the cost to be assessed and ratified the assessment roll; ratified the action previously taken; provided for related matters; and provided the effective date hereof.
April 25, 2006 - The Board approved Change Order No. 1 for additional work at Spanish Springs Sewer Phase 1a in the amount of $483,257.00.
November 15, 2005 - Award a bid for constructing Special Assessment District 37, Spanish Springs Sewer Phase 1a to A & K Earth Movers, Inc., in the amount of $2,288,000.00.
October 25, 2005 – The Board of County Commissions (Board) read an ordinance for the second time creating Special Assessment District 37 (Spanish Springs Sewer Phase 1a); ordering a sanitary sewer project with Washoe County, Nevada; providing for the levy and collection of special assessments.
October 11, 2005 – The Board held a public hearing on Special Assessment District No. 37 (Spanish Springs Sewer Phase 1a) to dispense of protests or objections to the project and act on a resolution considering protests made at the hearing on the Provisional Order, and consider hardship applications for Washoe County, Nevada, Special Assessment District No. 37 (Spanish Springs Sewer Phase 1a). The Board directed that the engineer prepare and file a revised and detailed estimate of cost, full and detailed final plans and specifications, and a revised map and assessment plat - AND
– The Board introduced and read an ordinance creating Special Assessment District 37 (Spanish Springs Sewer Phase 1a); ordering a sanitary sewer project within Washoe County, Nevada; providing for the levy and collection of special assessments.
September 13, 2005 – The Board approved the Provisional Order Resolution and set the public hearing for October 11, 2005.
