Finance & Customer Services Division
Water Resources Finance and Customer Service Division is responsible for the department's financial well-being and utility customer services. The following are some of the Division's specific tasks: 1) bill utility customer accounts and process customer account payments; 2) handle account inquiries, complaints and payment problems; 3) safeguard financial and fixed assets by maintaining strong internal controls; 4) provide financial management and reporting services to the Utility Operations and Resources Planning and Management Division plus the Western Regional Water Commission (WRWC), Central Truckee Meadows Remediation District (CTMRD) and South Truckee Meadows General Improvement District (STMGID); 5) develop, monitor and implement water, reclaimed water, and wastewater user commodity and growth-related connection fees; 6) prepare and monitor operating and capital budgets for each Division and outside agency; 7) day-to-day accounting and financial operations including cost accounting, grants accounting, payroll, accounts payable, account receivable and purchasing; 8) Comprehensive financial reporting and analysis including the development of interim and year end financial statements; 9) develop information for bond refinancing, State revolving loans and bank financing; and 10) management of a utility loan program to connect domestic wells and septic systems to the County's water and sanitary sewer systems.
