The Air Pollution Control Hearing Board (APCHB) is a fair and unbiased panel that hears appeals when a negotiated resolution cannot be achieved.
The Air Pollution Control Hearing Board consists of seven members who are not employees of the state or any of its political subdivisions and are recommended by the Air Quality Management Division and approved by the District Board of Health. One member of the board shall be an attorney, one member shall be a Nevada licensed Engineer, and one member shall be a Nevada licensed contractor.
The board meets the first Tuesday of the month as needed.

This panel receives and assesses information on airport noise issues; assists in coordination between land use activities and airport activities; promotes greater communication regarding airport related noise among the various public bodies, agencies and commissions; and, makes advisory recommendations to the Reno-Tahoe Airport Authority Board of Trustees regarding new and existing programs and approaches to noise abatement.
The Airport Noise Advisory Panel is comprised of 25 members; with three members appointed by the Washoe County Commission for a two-year term. Members can serve for additional two-year terms.
The Airport Noise Advisory Panel meets at least semi-annually.

The purpose of the Audit Committee is to assist the Board of County Commissioners in fulfilling its policy requirements in accordance with Washoe County Code by providing oversight over the County’s financial statements, the systems of internal controls, the internal audit plans and reports, and the independent external auditor’s assessment of financial statements. The Audit Committee is also to provide open communications between the Board of County Commissioners, the County Manager, Internal Audit, and the independent external auditors.
Members of the Audit Committee shall be appointed by the Board of County Commissioners.
Audit Committee members shall be independent. They shall not accept any consulting, advisory, or other compensatory fee from the County and shall not be an affiliated person with the County or any subsidiary thereof (applicable to at-large members only).
The Audit Committee shall consist of at least three voting members and one advisory member (non-voting).
- One member shall be appointed from the Board of County Commissioners with a one-year term. An alternate member from the Board should also be appointed.
- Two members with appropriate expertise shall be appointed from at-large with staggering two-year terms (for the first appointment, one member will serve a one-year term and the second will serve a two-year term. Each subsequent appointment will serve two-year terms).
- The County Manager, or designee, shall be appointed as a non-voting member to provide counsel as needed. The Internal Auditor will provide staff assistance to the Audit Committee.
One member of the Audit Committee shall be appointed by the Committee to be the Chairperson. It will be the responsibility of the Chairperson to schedule all meetings of the Committee and to provide the Committee members with a written agenda for each meeting.
The Internal Audit Committee meets at least four times per year.
The Washoe County Board of Adjustment hears and decides requests for administrative permits, special use permits, variances and appeals of administrative decisions.
The board is comprised of five members who are appointed by the County commission. Members are appointed to four-year terms and may serve two consecutive terms.
The Board meets the first Thursday of February, April, June, August, October and December at 1:30 p.m. in the Washoe County Commission Chambers. At times the Chair may call special meetings. The Washoe County Board of Adjustment was created pursuant to NRS 278.270 and Washoe County Code Section 110.912.10.
The Board of County Commissioners is the elected governmental body for all of Washoe County, and is responsible for legislating public safety and welfare, and providing human services to all County citizens.
County Commissioners are elected by constituents within their district for a 4-year term. The County Commission consists of five members.
County Commission meetings are held the second, third and fourth Tuesday of every month.

The committee is comprised of 10 members; five principles and five alternates. Members are appointed to a two-year term and may serve two consecutive terms with the first term as an alternate, and the second term as a principle. The members include two architects, one planning commissioner and one Board of Adjustment member.
The committee meets on the second Thursday of each month with special meetings as needed.

The board protects and promotes public health and the environment. They are responsible for policy development and leadership which foster local involvement; and for ensuring that high quality of services necessary for the protection of public health within the health district are available and equally accessible to all persons without necessarily being the provider of those services.
Two members appointed by governing body of each County, City or Town in which they reside, together with one additional member to be chosen by the members so appointed. The additional member must be a physician licensed to practice in the State of Nevada. Members are appointed to a four-year term; Commissioners serve the term of their office.

The purpose of the Joint Fire Advisory Board (JFAB) is to serve as an advisor to the Consolidated Fire Department and as liaison to the Truckee Meadows Fire Protection District and the City of Reno.
The Joint Fire Advisory Board (JFAB) has four members. Two members are elected officials appointed by the City of Reno Council and two members are appointed by the Truckee Meadows Fire Protection District Board (Washoe County Board of Commissioners).
The Joint Fire Advisory Board (JFAB) meets on an as needed basis. meetings are held at the request of the Fire Chief, upon the request of the Chairperson or Vice-Chairperson of JFAB, or at the request of either the City Council or District Board.
The Joint Fire Advisory Board is established through the First Amended Interlocal Agreement for Fire Service and Consolidation Between the City of Reno and the Truckee Meadows Fire Protection District in accordance with NRS 277.045.
The law library is governed and managed by a board of law library trustees.
There are three district court judges designated by the judges of the Second Judicial District. The Board of County Commissioners shall appoint two attorney and two non-attorney members.
The trustees are appointed for two-year terms.

The Library Board of Trustees is composed of five at-large members, each appointed by the County Commission for a four-year term. Members may serve two consecutive four-year terms.
The Board of Trustees meets monthly, normally on the 3rd Wednesday at 4:00 pm, and may also hold occasional special meetings as needed.

The Citizens’ Advisory Committee will give recommendations to the Library Board of Trustees regarding existing and future locations, library services, and funding sources
Members will be appointed by the Board of County Commissioners based on recommendations made by the Library Board of Trustees.

The Northern Nevada Water Planning Commission (NNWPC) was previously known as the Regional Water Planning Commission (RWPC).
Senate Bill 487, passed in the 2007 Nevada Legislative Session creating a new regional water entity in Washoe County named Western Regional Water Commission (WRWC). The new law also changed the name and role of the existing RWPC effective April 1, 2008.

The mission of the Organizational Effectiveness Committee is to share knowledge and best practices to build a better Washoe County organization. The OEC encourages constructive discussion on the role and responsibilities of local government in our changing world, and advises the County on implementing needed strategic changes.
The existing membership of the Organizational Effectiveness Committee includes one representative from the County Commission; the County Manager; and seven "at-large" members from the private or not-for-profit sector and five Commissioner appointees and one representative of the Washoe County employee bargaining units.
The Washoe County Organizational Effectiveness committee meets the first Wednesday of every month, 7:30 a.m. to 9:00 a.m., at the Washoe County Administration Complex, 1001 E. Ninth.

The parks commission acts in an advisory capacity to the board of county commissioners. Examples of items that come before the board include district and park master plans; schedule of priorities for acquisition and development of park property; purchase, lease or exchange of lands for recreation or park purposes; and rates and charges for services and facility use.
The commission is comprised of nine at-large members appointed by the County Commission for a four-year term. Members can serve two consecutive four-year terms.
The commission meets monthly, usually on the first Tuesday, at 2:30 p.m., with a minimum of nine meetings annually. Members receive no compensation.

The primary purpose of the Planning Commission is to review and provide recommendations to the County Commission on long-range plans and code amendments (Chapter 110). The Commission also reviews and approves tentative subdivision maps, certain types of special use permits, variance requests, and other similar development applications.
The board is comprised of seven members. No member shall hold a public office. Members must be a resident of the unincorporated area of Washoe County and be a registered voter. Members are appointed by the County Commission for a four-year term. Members can serve two consecutive terms.
The board meets the first Tuesday of each month.

The Regional Street Naming Committee is responsible for the approval of street name changes and naming of un-named easements not associated with streets created within subdivisions or parcel maps.
The Committee consists of members from Reno, Sparks, Washoe County, Fire Departments, Post Office, Utility Company, Refuse Company and Police Departments.
Meetings are held every three months on the third Thursday of the month.
The commission adopts rules and regulations for the organization of the commission and the conduct of its business that are not in conflict with the Motor Vehicle Fuel Tax Ordinance, chapter 373 of the Nevada Revised Statute or any other law of the State of Nevada.
The commission is comprised of five members, two representatives selected from the County Commission, two representatives from the Reno City Council, and one representative from the Sparks City Council. Representatives are appointed by the County Commission to serve a two-year term and may serve two consecutive terms.

Nevada Revised Statute 244A.601
The Board is constituted to support the implementation of the policies of the Board of Washoe County Commissioners as they apply to the functioning, management, and operation of the Senior Services Department of Washoe County; to recommend programs for seniors; to make specific recommendations to the Board of County Commissioners on the operations of the Department; and to sustain the purposes of senior centers.
The Board shall consist of not less than 7 nor more than 11 members and up to two alternates, all residents of Washoe County and appointed by the Board of County Commissioners. The three government entities of Reno, Sparks, and Washoe County shall each be invited to appoint a representative and a delegated alternate. The director of the Department shall serve, ex officio, as a member of the Board.
Board members serve a four year term; meetings are held monthly and run 1-2 hours; members usually spend 2-6 hours per month outside of meetings on board-assigned business.
The Advisory Board shall provide assistance and make recommendations to the director, at a minimum, in the following areas: 1. Development of long and short range departmental goals; 2. Recommending and evaluating programs and policies; 3. Reviewing the quality of departmental services provided; 4. Providing input to county manager regarding performance of director. 5. Providing technical assistance, as applicable; 6. Reviewing and making recommendations regarding the department's proposed budget; 7. Reviewing and providing input to director reagrding community trends and needs. Washoe County Code 45.425
The board shall serve as consultant to both the County Commissioners and the Social Services Director on any matters pertaining to social services in the community.
The board is comprised of twelve members who are appointed by the County Commission. Members are appointed on the basis of one member fro each of the following groups: court appointed special advocates, children`s mental heath, domestic violence service agencies, local juvenile probation services, parent advocate, former participant in the child welfare system, Washoe County School District, substance abuse services agencies, an attorney representing parents, an attorney representing children, a representative from an agency serving low income individuals and a representative of an agency who advocates for health care for low income families.
The board meets shall be held up to 4 times a year or, at a minimum, semiannually, in addition to special meetings called by the chairman. Members are appointed to three-year terms and may serve two consecutive terms.

STMGID was created in 1981 for the purpose of furnishing water, sanitary sewer and storm drainage facilities for a portion of the South Truckee Meadows.
The board is comprised of 5 members who are elected through the regular voting process. County Commission can make appointments.

The Tahoe Regional Planning Agency leads the cooperative effort to preserve restore, and enhance the unique natural and human environment of the Lake Tahoe Region.
The board is comprised of 15 members; the County Commissioner whose district is part of the Lake Tahoe area is appointed to the board.
The Commissioner serves the term of the office.

Article IX of the Tahoe Regional Planning Compact created the Tahoe Transportation District (TTD). TTD has responsibility for implementing of transportation plans, programs and projects. TTD may acquire, own and operate public transportation systems and parking facilities serving the Tahoe Region and provide access to convenient transportation terminals outside of the Region. The TTD also has the ability to receive specific tax revenue to support transit and transportation facilities.
Counties within the Region, the City of South Lake Tahoe, the Basin’s two Transportation Management Associations, an at-large member representing transit providers, and representative of any special transit districts formed under California or Nevada law. Caltrans and NDOT are ex-offico members
The Board meets once each calendar month on the 2nd Friday at 9:00 am.
Article XI of Public Law 96-551 of the Tahoe Regional Planning Compact
The TMRPA develops comprehensive regional plans for physical development and orderly management of the growth of the region for the next twenty years.
The agency is comprised of nine members; three are appointed by the County Commission and must be current Planning Commission members.
Members are appointed to a three-year term and may serve unlimited terms.

The committee is responsible for overseeing development and implementation of the Truckee River Project representing the needs and concerns of citizens affected by flooding issues.
The committee is comprised of voting members and one alternate from Washoe County, the Reno City Council, Sparks City Council and the University of Nevada, Reno.
The committee meets the second Friday of each month.
The Committee is governed by a "Cooperative Agreement," which is an interlocal agreement between the Washoe County and Cities of Reno and Sparks.
The Board promotes the conservation and wise development of the renewable natural resources of this area. The mission of the District is working to create a better place to live, through applied natural resource conservation and education.
The board is comprised of seven members; the County Commission appoints one member.
Members are appointed to a two-year term and may serve one term.

Senate Bill 487, passed in the 2007 Nevada Legislative Session, created a new regional water entity in Washoe County to be effective April 1, 2008. The legislation provided an opportunity for the member entities, the cities of Reno and Sparks, the South Truckee Meadows General Improvement District, the Sun Valley General Improvement District, the Truckee Meadows Water Authority, and Washoe County, to form a Joint Powers Authority to operate the WRWC.
The WRWC will focus on improving water resource planning at the regional level and facilitating coordinated resource management among the Truckee Meadows member entities.
